A 1983 case questioned if California could require that a federally licensed Indian trader have a state liquor license. The court's response: Yes. Even though there was no express devolution of authority in this instance, the court ruled that 1) the state and federal governments had traditionally shared power when it came to regulating liquor and 2) California's legislation did not run afoul of federal policies.
